Mmm,... Google server down for this reason is difficult... maybe testing for new services or simple server crash!

I believe the server went down due to a DDOS attack after they went IPO. Google prices where high and the creator of the MyDoom virus had a new varient come out, this was a fast spreading worm. Once ppl were infected zombie machines started DDOSing google servers. The creator of the virus was trying to bring IPO prices down so he could buy some up.
